How to register expression of interest (AIMA file lock, manifest) under article 88.2 or 89.2 in Portugal

How to register on AIMA for interest of manifestation or how to lock file:

It is mandatory for third-country nationals to register or submit their manifestation for residency on SAPA Portal, https://sapa.sef.pt, which is a portal of Portugal immigration authorities called SEF. When you enter into Portugal with a valid Schengen visa or without valid Schengen visa and would like to obtain residency by working in Portugal, then you must register on the SAPA portal and submit your manifestation to the SEF authorities. For this you have two options either Article 88, paragraph 2 (Work Contract), or Article 89 paragraph 2 (Self Employed).  


If a person has work contract then he or she can send his or her manifestation under article 88 paragraph 2. For registering under self-employed route, you need to open an activity by visiting any finance office. Also, if a person planning for a business with less investment and form a company then they can send their manifestation under article 89 paragraph 2.  The SAPA registration is mandatory because if you do not have a valid visa and couldn't able to establish your stay in Portugal, then the SEF authority can ask you to leave the country or can deport you.


Requirements for registering on AIMA portal or requirements for file lock under article 88.2/89.2

Create an account at https://aima.gov.pt and upload following documents.
•    Passport or relevant documents
•    Legal entry declaration and all other relevant travel documents
•    Address proof from Junta de Frequesia or house agreement
•    Police criminal certificate from home country
•    Police criminal certificate from a country in which you stayed more than 1 year
•    Social Security number NISS
•    Portuguese Tax number NIF
•    Work contract as per labor act 2007 or self-employed activity from finance department or company documents

How to get above documents.

1-    NIF
NIF is short for Número de Identificação Fiscal and it’s sometimes called a Número de Contribuinte as well. It’s a nine-digit tax number that’s used when you make payments in Portugal and is also asked for when you have to register for anything (e.g. when you purchase a house, get a mobile phone contract). If you aren’t resident in an EU/EEA country, you’ll normally need a representante fiscal (fiscal representative) in order to obtain a NIF. This could be a friend or family member, but since you most likely don’t know anyone in Portugal yet, you’ll probably need to use a law firm or company to obtain a NIF for you.You can go to a Finanças office and obtain a NIF at a cost of €10.20, but you’ll need a fiscal representative to come with you. If that’s going to be a lawyer, they’ll likely charge you for at least an hour of their time and at this point, you’re probably just as well using a company that offers the service online.


2-    Junta
The first step to apply for Junta is to go to the Junta da Freguesia, in other words, the local councile office closest to your home. Search Junta da Frequesia in Google to find the nearest office. Once at the office, apply for a Certificado de Residente. The documents to provide when you apply for an attestation of Portuguese residence are:

1- Valid identification (identity card, passport or voter's card)

2- Proof of address. The following proof of address is valid:
a- NIF with your Portuguese address
b- Your old Junta from same locality if you already have
c- Rental contract or act of real estate purchase
d- A certificate on the honor of two people on your street who say you meet regularly in the latter! In fact, Portugal still retains traditional practices, even if it tends to disappear.

3-    NISS Social security No
To apply for and obtain the Portuguese NISS social security number, you must present, among other more current documents, your identity documents (passport in most of the cases) and a copy of the employment contract certified by the hiring company/or company documents or activity documents. You will have to go to the office of Segurança Social closest to you and apply for a Portuguese social security number.
