Lisbon, Dec 17, 2025 — System aimed at those who live regularly in the country is being studied by the PSP and the Coordination Unit of Borders and Foreigners. If deployed, it will be similar to that of European passport.
The Government of Portugal is considering creating a special corridor to facilitate the entry, in the country's airports, of citizens with a valid residence permit, in a system similar to that used by those who have a European passport. The information was confirmed to PUBLIC Brazil by the Public Security Police (PSP), responsible for the area of immigration of the air terminals. There is still no deadline for the measure to be implemented.
According to the PSP, the National Unit of Foreigners and Borders (UNEF), recently created by the Government, is working together with the Border and Foreigners Coordination Unit (UCFE), of the Internal Security System (SSI). "As the AR [residence permit] is not carried in the passport, only with relevant system changes it will be possible [to have the entrance facilitated], and the PSP/UNEF is working in this direction together with UCFE/SSI," the police point out, in a note.
Portugal, especially Lisbon Airport, has faced gigantic queues in the areas of immigration, with waiting that reaches almost six hours, as was the case of real estate agent Zwy Goldstein, who, last Monday, December 15, waited for five hours and forty minutes to be released by immigration agents. He has lived in Portugal for nine years and has a valid residence permit.
Today, all immigrants legally resident in Portugal – 1.5 million, by the calculations of the Agency for Integration, Migration and Asylum (AIMA) –, when they return to the country after a trip outside the European Union, they enter the immigration queue, with treatment identical to that dispensed to tourists. This is even investing in business in the country, working, studying and participating in research in universities.
"All these citizens, before obtaining the residence permits, underwent a broad evaluation, with biometrics collection and criminal background validation. Therefore, they are widely known by the Portuguese Government," says lawyer Gustavo Escobar.
