PS takes proposals to Parliament to speed up the regularization of immigrants

Among the proposals is the reduction of the period for issuing residence visas to 30 days and new options for workers with temporary or seasonal visas.

The PS will discuss proposals in parliament this Thursday to "accelerate and create additional channels" to regularize immigrants, expecting the Government to be open and have a "constructive spirit" to prevent people from being left in limbo or in an illegal situation.

Up for debate will be a parliamentary assessment by the PS of the Government decree-law that revoked the residence permit procedures based on expressions of interest in a plenary session that will start later than usual due to the welcoming ceremony for the President of the Republic of France .

Two draft resolutions (without the force of law) from the BE and Livre were brought into this debate, which recommend the termination of the validity of the Government's diploma, approved in June last year.

Speaking to Lusa, PS deputy Pedro Delgado Alves said that, when the request for parliamentary assessment was submitted to parliament in June 2024, the concern was with the transitional regime that left a "legal void", which was resolved with an IL project with amendments from the PS.

"What we worked on was to present proposals that improve and add additional avenues for regularization. It is not about recovering the expression of interests."

The PS proposals, which had been announced at the end of the month by the party leader, aim to "accelerate and create additional pathways for the regularization" of foreigners in Portugal, explained Pedro Delgado Alves.

Arguing that when these proposals were announced, "there was a heated reaction" from the Government and the parties that support it, the Socialist MP considered that, in the debate, the Government has everything to gain by making proposals and showing a "constructive spirit" regarding the PS proposal.

"We are available to fine-tune what we are proposing because we are trying to achieve the same objective: human integration capacity with responsiveness and, ultimately, preventing people who are working from being in a situation of limbo or illegality, in which they are subject to networks."

The PS's objective is to "improve and have more access routes to safe and regular migration channels".

PS expects the Government to be open to negotiating proposals

Since the amendment proposals presented by the PS within the scope of parliamentary assessment will automatically go to the parliamentary committee, what the PS deputy expects from this Thursday's debate is that the PSD and CDS-PP leave clues about their availability to work on the specialty.

"We hope that the Government and the minority that supports it have this availability because we are genuinely interested in helping."

Among the PS's proposals is a reduction to 30 days of the period for issuing a residence visa in cases where companies guarantee access to housing, professional training and teaching of the Portuguese language.

"We looked at the law and found some situations that also require a guarantee of residence permits, especially for workers who have a visa for temporary, seasonal work. There must be a way for them to be able, if they find work, to have their situation definitively resolved," he added.

Pedro Delgado Alves paid special attention to the measure on family reunification.

"Shorter response times and putting an end to the practice that exists whereby family reunification is only possible during very limited periods of time during the year and, in essence, with a limited number of people, and that it can be requested at any time."

When on January 31st he presented the PS proposals for immigration, within the scope of this parliamentary assessment, the PS leader, Pedro Nuno Santos , classified it as a "positive contribution to rapprochement" and said he hoped that the Government "does the same", considering that the solution presented is "responsible and moderate for a difficult, challenging and complex issue".
